Startup Stairs, AVPL and Victory Electric Vehicles International have partnered to advance EV skilling, infrastructure and entrepreneurship across India.

 

Gurugram-based Startup Stairs Private Limited, AITMC Ventures Limited (AVPL), and Victory Electric Vehicles International Limited have announced a strategic partnership to promote skilling, charging infrastructure, manufacturing, and entrepreneurship in the electric vehicle (EV) sector. The collaboration aims to create a structured framework for EV skill development, infrastructure deployment, and employment-linked entrepreneurship initiatives across India.

As part of the initiative, the partners will evaluate the establishment of EV-focused training centres across approximately 70 Industrial Training Institutes (ITIs) and allied facilities nationwide. These centres will equip youth and technicians with industry-relevant skills in EV servicing, maintenance, and charging infrastructure. AVPL will leverage its network of Centres of Excellence to deliver large-scale training programmes.

A key objective of the partnership is to link skilling directly with income and employment opportunities. Candidates who successfully complete training will be considered for participation in a franchise-based entrepreneurship model. The proposed franchise formats, under evaluation at investment levels of ₹5 lakh and ₹10 lakh, will enable trained individuals to establish EV charging centres, EV dealer service centres, and EV dealerships.

Manufacturing of EV AC/DC chargers, batteries, and related components will be undertaken in phases at AVPL’s Future Tech Park in Hisar, Haryana. The facility is expected to strengthen domestic production capabilities in line with the Government of India’s Aatmanirbhar Bharat vision while supporting the expansion of EV infrastructure. Victory Electric Vehicles International will lead technical design and manufacturing setup, while Startup Stairs will support ecosystem development and entrepreneur onboarding.

Dr. Preet Sandhu, Founder and Managing Director of AVPL, said the partnership will create new employment and entrepreneurship opportunities for youth in the EV and battery sectors. Sanjay Poply, Managing Director of Victory Electric Vehicles International Limited, added that integrating ITI-based training with real business opportunities will help accelerate India’s transition to electric mobility.

The collaboration will be implemented in phases, beginning with pilot programmes, institutional coordination, and franchise onboarding. All infrastructure deployment and commercial activities will be subject to definitive agreements and regulatory approvals, with initial rollout expected in the coming months.
