Crisil Intelligence says Delhi’s proposed EV Policy 2026–2030 could significantly boost electric vehicle adoption in India, adding about 600,000 electric two-wheelers and 11,500 electric three-wheelers.

Crisil Intelligence, in a new report, has said that Delhi’s proposed EV Policy 2026–2030 could significantly accelerate electric vehicle adoption in India, adding an estimated 600,000 electric two-wheelers and 11,500 electric three-wheelers to national sales.

According to the report, Delhi’s proposal to ban new petrol two-wheelers from April 2028 and three-wheelers from January 2027 could push India’s EV penetration higher than earlier projections. By FY2029, electric two-wheeler penetration is expected to reach 21–23%, while three-wheelers could reach 40–42%.

Crisil Intelligence noted that EVs already offer lower total cost of ownership compared to petrol vehicles, and Delhi’s incentive structure could further improve adoption economics. However, it flagged that school bus operators may require targeted support as they fall outside existing subsidy frameworks.

The report also highlighted that Delhi’s policy could have a nationwide ripple effect, given that 66 of the world’s 100 most polluted cities are in India. Broader adoption by larger states could accelerate EV investments, battery localisation, and charging infrastructure development.

The draft EV policy follows Delhi being ranked the world’s most polluted capital in the IQAir 2025 report. Vehicular emissions account for around 23% of the city’s winter pollution, with two-wheelers making up nearly 67% of registered vehicles. The policy is open for public feedback until May 10 before final notification.
