New Delhi-based logistics company Cargo Matters has signed a Memorandum of Understanding (MoU) with the Government of Andhra Pradesh to establish an integrated electric vehicle (EV) manufacturing and charging hub in Madanapalle. With an investment of approximately ₹100 crore, the facility is being positioned as India’s first dedicated hub for the electrification of heavy commercial freight vehicles.
The company has submitted a Detailed Project Report (DPR) to the Andhra Pradesh Industrial Infrastructure Corporation requesting the allotment of 18 acres of industrial land. The proposed hub will feature a charger manufacturing unit, a retrofit facility for heavy commercial vehicles (HCVs), and a research and development (R&D) center for testing and certification of electric drivetrains and charging systems.
Of the total investment, around ₹50 crore will be specifically allocated for developing charging infrastructure to support heavy-duty electric vehicles, while the remainder will fund manufacturing equipment, retrofitting operations, and the R&D unit. Pilot operations are expected to begin within 12–18 months of receiving regulatory approval, with full commercial commissioning targeted within 24 months. The project is projected to generate approximately 1,000 direct and 3,000 indirect jobs in the state.
Umesh Padala, Founder and Chairman of Cargo Matters, said the facility addresses a critical gap in India’s electric mobility transition. “While the passenger EV market is rapidly evolving, the heavy freight sector remains in the early stages of transition,” he said. “Our Madanapalle hub will provide fleet owners with a cost-effective pathway to electrification through advanced retrofitting and dedicated heavy-duty charging networks.”
P.N. Mahesh, Director of APIIC, said the project aligns with the Andhra Pradesh Sustainable Electric Mobility Policy 4.0, which aims to position the state as a hub for electric vehicle manufacturing and sustainable transport infrastructure. He also highlighted Madanapalle’s strategic location between Bengaluru and Chennai, making it an attractive destination for logistics and industrial investment.
